The Yeongyang AI Association (YYAIA) is a civic AI association based in Yeongyang County, North Gyeongsang Province (South Korea). While Korea's AI resources and policy debate remain concentrated in Seoul and the corporate sector, non-metropolitan farming regions face an "AI shadow zone"—a condition where AI tools and literacy are absent from everyday life. YYAIA works with residents, local officials, and regional universities to build self-sustaining AI education infrastructure. The association pursues stepwise expansion from Yeongyang County to the broader North Gyeongsang region and eventually statewide.
The Yeongyang AI Association (YYAIA) is a civic AI association based in Yeongyang County, North Gyeongsang Province, Republic of Korea, operating under the slogan "Don't talk about AI—teach people to use it." Its mission is to close the AI digital divide in non-metropolitan and rural regions. Led by Shin Chi-hoon, PhD (Founding Director; a computer engineer trained at ETRI, the Electronics and Telecommunications Research Institute), YYAIA collaborates with Yeongyang County government, Gyeongguk National University (GKNU) Glocal University Promotion Team, and other partners to deliver targeted AI capacity training for public officials, free community education, and AI village leader cultivation. YYAIA cooperates with Myeongseong Simjae, an AI education and AX (AI transformation) consulting brand operated by Dr. Shin. Myeongseong Simjae is funded by Myeongseong Pharmacy (a regional pharmacy in Yeongyang) but is a legally independent business entity. Myeongseong Pharmacy, Myeongseong Simjae, and YYAIA are all separate legal entities — together they form a regional pharmacy → AI education brand → civic AI association funding model that reinvests non-metropolitan capital into closing the regional digital divide. YYAIA pursues stepwise expansion from Yeongyang to northern North Gyeongsang (Bonghwa, Cheongsong, Yeongdeok, Uiseong), then to the Andong–Yecheon zone, and eventually province-wide.

Closing the AI digital divide in non-metropolitan rural Korea is his core work. Dr. Shin is not a pharmacist and does not operate Myeongseong Pharmacy. He runs Myeongseong Simjae — an AI education and AX consulting brand — which is funded by Myeongseong Pharmacy but is a legally independent business entity.

Three-party structure
Myeongseong Pharmacy, Myeongseong Simjae, and YYAIA are three legally independent entitiesconnected only by patronage and partnership. YYAIA’s civic mission stays separate from Myeongseong Simjae’s commercial consulting business and from the pharmacy’s retail operations.
